I see that they make a swing-away steering column.  Would I be able to put a removable steering wheel on the swing-away steering shaft?

Yes you can.  In the 2012 NHRA Rulebook, Section 20, 3.3 Steering, page 15,, the last sentence states “NHRA-accepted swing-away steering column permitted with removable steering wheel.”
