My racing buddies said if I was to run in the Street Legal category at our local NHRA track I would need to meet all state highway requirements. Is this correct?

This is true. In the 2012 NHRA Rulebook under the NHRA DRAGS: STREET LEGAL STYLE PRESENTED BY AAA, page xiv, in the fourth paragraph it states “All vehicles must be street driven and carry proof of vehicle registration and valid insurance. Vehicles must also display valid license plates. Vehicles running in the Street Legal category must be able to pass all state highway safety requirements for the state in which the vehicle is registered.” All rules from the Summit Racing Series E. T. Handicap Racing would also apply to your vehicle while racing at an NHRA Member Track.
