NHRA Super Stock rules clarification: Inner fender panel modifications

The 2024 Rulebook states: "Alteration to shock or spring towers prohibited." (BODY:7, Fender Splash Pans, Section 12A page 9). 

In order to maintain a stock appearance, the entire shock tower and inner fender panel area may not be modified with bubbles, dimples, humps, bumps, lumps, or tubs. Also, cutting, moving, and refinishing inner fender panel surfaces not allowed, even if it "looks stock."
